He did his schooling at St John's High School. He completed his LL.B degree from Faculty of Law, University of Delhi. He also completed his Post Graduation in MA History and LL.M From Harvard Law School in 1977. In 1972 He Joined Bar Association and in 1973 he cleared Indian Administrative Service but declines to join the IAS and established his own Law Practice. He was especially noted for his service as a cabinet minister in the Congress-led United Progressive Alliance (UPA) coalition government (2004–14). Legal Career:- In 1972, He joined the bar association In 1977 He completed his LLM From Harvard Law School In 1989, he was appointed the Additional Solicitor General of India In 1994, he was the only lawyer to appear in the Parliament, and successfully defended a Supreme Court judge during impeachment proceedings He was the President of Supreme Court Bar Association (1995–96, 1997–98 and 2001–2002) He became known as a specialist in constitutional law. On the basis of that reputation, he was nominated in 1998 to the Rajya Sabha Political Career- In 1998, He became the member of Rajya sabha In 2004 general elections, He became an MP by winning the Chandni Chowk constituency. He served as a minister 22 May 2004 – 31 May 2009 in Minister of Earth Sciences and Minister of Science and Technology In 2009, He won the constituency of Chandni Chowk for the second time In January 2011 He was also made minister for communications and information technology, continuing on in that dual role until he relinquished the human resources development component in late 2012. In May 2013 he was given the additional portfolio of law and justice. He is also the person who introduced the Continuous and Comprehensive Evaluation (CCE) system in India for Class IX and Class X He has also started the changes in the IIT JEE pattern.
