About the Legal Internship Opportunity at CERL, University of Pennsylvania

CERL's nine-week summer internship program teaches law, graduate, and undergraduate students about ethics and the rule of law, preparing them for future leadership and decision-making in national security.

Our interns contribute to CERL's mission by conducting research, writing, and conference planning, as well as gaining valuable insights from conversations with national security experts about critical issues confronting our nation today.

Former CERL interns have gone on to work in government agencies such as the Department of Justice, Navy Judge Advocate General (JAG) Corps, and the Space Force.

Regarding CERL

CERL is a nonpartisan institute dedicated to preserving and promoting ethics and the rule of law in national security, democratic governance, conflict resolution, and war.

CERL draws on the study of law, philosophy, and ethics to bring together scholars, policymakers, and practitioners to investigate critical issues through the lenses of ethics and the rule of law.

CERL experts use interdisciplinary engagement and open dialogue to answer the hard questions that arise when the rule of law is threatened or violated, as well as to provide guidance that helps protect US democracy.


Key responsibilities

  • Investigate critical ethical and rule of law issues in the United States today.

  • Help plan CERL's conferences, workshops, and public programs.

  • Publish original works on CERL's blog, The Rule of Law Post.

  • Help prepare CERL policy briefings and contribute to CERL academic publications.

  • Interact with leading academics and practitioners in national security, as well as members of the CERL Executive Board.


Eligibility

Law students (JD or LLM) and graduate students in philosophy, political science, international relations, communications, and other related fields who want to investigate the intersection of rule of law values, applied ethics, and national security should apply.

Note that the program is open to international applicants (including Indians).


Funding and visa

  • Applicants are encouraged to seek funding from their home institution or other sources.

  • Stipends will be provided on a limited basis to students who are unable to secure funding.

  • If accepted into the program, international students are responsible for obtaining the necessary work visa.


Deadline

April 15, 2026.


Internship Duration

The 2026 internship runs from June 1 to July 31, 2026.
